| 面向我国碳达峰和碳中和的目标，针对废旧轮胎资源现状和治理问题，综述了废旧轮胎综合利用的国内外法规
和政策。统计了国内220余项废旧轮胎综合利用项目的基本信息，并结合项目的环境影响评价报告和实地考察情况，从项
目投资角度分析了废旧轮胎热解行业的发展状况，提出了废旧轮胎回收体系建设和废旧轮胎热裂解炭黑高值化利用的相关
建议。 |

| Facing the goal of carbon peaking and carbon neutrality in China，the domestic and foreign
regulations and policies of waste tire comprehensive utilization were summarized in term of waste tire
resource and treatment. Based on the basic information of more than 220 waste tire comprehensive utilization
projects in China，combined with the projects’ environmental impact assessment report and on-the-spot
investigation，the development status of the waste tire pyrolysis industry was analyzed from the perspective
of project investment，and the related suggestion on the construction of waste tire recycling system and the
high-value utilization of waste tire pyrolysis carbon black were put forward. |
